Stapleton Waterfront District
With nearly half of its waterfront zoned for industrial use - by far the highest proportion among the five boroughs - Staten Island's North Shore provides many development possibilities. At the decaying Stapleton District, the Department of City Planning and the Economic Development Corporation have a plan to build what they say is a miniature version of Manhattan's Battery Park City. The plan calls for 350 housing units, retail space, a banquet hall and a sports complex at a cost of $66 million. In October 2006, the City Council pushed the project through its final regulatory hurdle when it approved the $66 million blueprint for the former Navy base. The city will use the money and an additional $1.1 million state grant to create streets, utilities and a mile-long waterfront esplanade while soliciting proposals from private developers to build on six sites – three residential and three commercial – across the 36-acre base. City officials have said infrastructure work could begin in early 2007, and in May 2007, New York City's Health and Hospitals Corporation became the winning bidder for a parcel of the district, on which a new hospital, or the relocated Stapleton Child Health Clinic, will be located.

Staten Island NASCAR Track
A NASCAR racetrack has been proposed for a former oil tank farm in Bloomfield, Staten Island. The project, which as proposed would not only result in the racetrack but also thousands of housing units and a large retail complex, has been the subject of an increasingly vigorous community debate. Supporters of the track argue it will create needed infrastructure improvements and spur increased economic development on the island. Opponents cite harmful ecological effects and increased traffic problems as reasons to halt the project’s development.
Unable to secure political support for required land-use change approvals, International Speedway Corp ended plans for the project in December 2006, but announced that they remained committed to building in the New York region.

Staten Island North Shore Light Rail
Plans for new light rail line on the North Shore of Staten Island have received strong support from Borough President James Molinaro and various members of New York’s congressional delegation, as well as the Staten Island Chamber of Commerce and the Staten Island Economic Development Corporation. The proposed five mile route, which would connect Arlington and the St. George Ferry Terminal, would cost $360 million, with funding coming from federal, state and local agencies. In order to move forward, the project will require a $4 million allocation from congress for a feasibility study which is currently awaiting approval from the House Transportation Committee.
The proposed route would run along an old rail line and could potentially cut commute times between Arlington and St. George by half to less than fifteen minutes, according to a preliminary study released by the Borough President’s office. The study also estimated that the light rail would serve between 10-15,000 people and reduce the number of cars on the road by up to 7,500. Construction could be completed within eight to ten years depending on when funds are approved.
