<title>Rezoning Proposed in Bronx along Harlem River</title>

The Department of City Planning is considering a rezoning of a tract of land in the Bronx along the Harlem River that would change the zoning from industrial to permit residential and retail development.  The plan, which would bring high-rise buildings to the area, also requires developers to set aside 20% of their units as affordable. While the Department of City Planning is conducting an environmental review of the area, the city's Parks Department has already begun construction of five small-scale parks at the ends of 202nd to 206th Streets.  The proposed rezoning would also require that developers build a publicly accessible esplanade along the Harlem River. Local public officials seem supportive of the plan, but some call for more guarantees of affordable housing.  The utility company Con Edison owes 30% of the land in Sherman Creek.</description>
