In the past, City officials have frequently stated that eminent domain would not be used for taking privately owned land for the Coney Island development plan. However, Seth Pinsky, President of the city’s Economic Development Corporation (EDC) recently admitted that eminent domain is still an option, especially considering the difficult negotiations between the City and developer Thor Equities. Several City Council members have said that they would reject the plan when it comes to the Council for approval at the end of July.
