The construction delays and funding shortfalls at the Brooklyn Bridge Park project exemplify the challenges municipalities face in creating of new parkland in New York City and across the country. Without adequate funding for a complete project, the Brooklyn Bridge Park is progressing in phases, and controversies linger regarding the creation of luxury apartment rentals on site to generate income for maintenance of the park. The situation at the Brooklyn Bridge Park mirrors that of other projects nationwide, in which private-public partnerships and “pay as you go” arrangements are increasingly replacing the past practice of building fully-government funded and maintained parklands.
