North Tribeca RezoningRSS

In 2006, the City Council rezoned 4 blocks in Tribeca, currently zoned for manufacturing, to allow residential and commercial uses. The area bounded by West, Washington, Watts and Hubert Streets. The move was prompted by a development proposal put forward by the Jack Parker Corporation to build residential towers on one of the four blocks. The proposal, however, encountered widespread community opposition based on the proposed scale of the development and the effect that it might have on the character of Tribeca.

In the last hours before the City Council vote on the rezoning with the outcome of the vote very much in the air, the Jack Parker Corporation, local Councilmember Alan Gerson, and residents groups reached a compromise that called for limited building height and other changes to the design in exchange for community support before the City Council. With the deal in hand, the City Council approved the zoning change.

Compromise Reached for Tribeca Rezoning

Hours before the Council voted on the application to rezone a four-block swath of north Tribeca along the river just south of Canal St. for residential use, on Wednesday afternoon, the developer reached an agreement with elected officials and residents to reduce the size of the buildings and the scale of the retail.

TriBeCa is now part of the richest ZIP code in New York City and the 12th richest ZIP code in the country.. Currently, only about 18% of north TriBeCa is zoned for residential use, and the development community is hoping to cash in on the demand for luxury housing.

The 421-a Property Tax Abatement Questioned in Tribeca

A thirty year old tax break program for developers has come under scrutiny in a report released jointly by Habitat for Humanity–New York City and the Pratt Center for Community Development. 421-a, a property tax abatement program meant to foster development during financially hard times, has been repeatedly used to cut cost on the building of luxury apartments. Out of ten buildings mentioned in the report, half are located in Tribeca.

Developer Is Willing To Negotiate

The Parker Corporation is seeking to transform the North Tribeca waterfront area from a manufacturing district into a commercial and residential neighborhood with a 7.5 floor to area ratio. Community Board one detests the proposal on the grounds that the new buildings would be bulky and cut the neighborhood off from the water.
